The assignment: Lab 4: Ionized Nebulae
You should follow Josh Walawender's IRAF tutorial up through the line identification section, at which point you should check out the helpful tips on apall and identify page.

The above should have looked quite familiar since it's identical to lab 3. From here, things change.
You can't simply use Vega to flat field in this case - if you do, you'll be multiplying your spectral lines by a blackbody, which is not the same at all wavelengths. You could potentially flat field by using the Planetary Nebula's central star if you know its temperature and have good enough signal to noise. Otherwise, you'll probably need to correct for atmospheric and interstellar reddening by comparing line ratios (e.g. H-alpha/H-beta).
To identify the lines at different wavelengths, Josh Walawender's Nebular Line List will prove helpful. So will the IRAF task temden.
